<p style="text-align: center">Prior to joining Harvard Law School, Malone spent 20 years as a federal prosecutor in the Antitrust Division of the U.S. Department of Justice, where he directed numerous civil and criminal investigations and prosecutions, focusing on high-technology industries, the Internet and computer software and hardware. Lead counsel for DOJ’s investigation of Microsoft, he was primary career counsel in the trial of <a href="http://www.usdoj.gov/atr/cases/ms_index.htm"><i>U.S. v. Microsoft Corp</i></a><i>.</i> His research then focused on legal approaches to encouraging and preserving innovation in high-tech industries, evolving competition policy in the computer industry, and the use of technology in discovery and litigation.</p>

<p>The United States has not suffered a large-scale terrorist attack since September 11, 2001, but this respite has not come without costs. Adapting to new security threats, the U.S. Government has created agencies to buttress national security, expanded intelligence services, deployed new weaponry across a global battlefield, conducted and suspended the use of coercive interrogation techniques, grappled with the adoption of detention policy, and struggled with the adequacy of courtrooms and tribunals for trying suspected terrorists. All the while igniting fervent debate over the meaning, applicability, and role of international and U.S. law in addressing domestic and global security in the wake of modern exigencies. The Federalist Society and International Law Society have partnered to explore the delicate balance between combating modern security threats, observing international law and protecting human rights and civil liberties. Panels will highlight developments in the law since 9/11, the legal implications of targeted killings, the future of modern warfare and cyber security, and the authority of the Executive to order the use of force. Panelists include leading human rights lawyers, experts on the Law of Armed Conflict, architects of U.S. national security and counterterrorism policy, U.S. government officials, and constitutional law scholars.</p>

Liberty&#8217;s talk, titled &#8220;Rising to the Land Use Challenge: How Planners and Regulators Can Help Sustain Our Civilization,&#8221; will address global climate change as only one of the multiplying signs that global civilization is threatened by humans&#8217; destruction of the natural systems that support us. &#8220;In this country many land use planners have the training, skills and knowledge to challenge the prevailing orthodoxy, to restate the necessity of the regulation of the use of land and to play a leadership role in preparing our nation and our world for the changes that we must make to sustain our civilization,&#8221; he says.</p>
<p>The lecture will be published in Volume 38 of the Vermont Law Review.</p>

<p>This conference will serve as a launch platform for the law school′s new   Center for Agriculture and Food Systems, bringing national experts and   leaders in the field together to address the major legal and policy   issues related to agriculture and food systems. The conference will   feature speakers with diverse backgrounds, specialties, professions and   points of view on issues concerning food and public health, sustainable   animal agriculture, public regulation of genetically modified  organisms,  agriculture and water quality, localizing food, and the  future of  agriculture production nationally and here in Vermont.</p>
